Don't use any service where someone does the test for you. It is illegal and your licence will be revoked retrospectively i.e. the police will treat you as driving without a licence.

They check up when you have an accident. When you (or whoever) does the test, they have a webcam-type camera recording you, and they keep the video capture file. Then later they can play it back, and if it's not you in the picture, you lose the licence retrospectively.

Knowing China, and having driven a lot in China, I can't imagine the police officer in Chengdu looking the possible webcam from Shijiazhuang, where I got my license. While my license was origianlly from there, I changed my temporary address and now my license is from another city. I just can't understand your story, China is much too big and to much locally organized to function as an efficient Big Brother.

I don't see why they don't just respect a drivers licence from the United States, the traffic rules are basically the same.

I suppose that the law is very good. While in many countries in the world foreigners can't have the driving license. It will create many difficulties for them. If China can allow foreigner to take part in the exam and get the driving license, many foreigners that are living there will feel happy.
