What are chinese stock restrictions for foreign investors?

For example, if there is a small parts manufacturer with 50k shares at 1 dollar, can I buy 50k shares and be 1/2 owner?

I am just curious as I have read repeatedly that there are restrictions on foreign investment, but it fails to list what that is.
