Weichai Power is ultimately owned by Shandong SASAC (State-owned Assets Supervision and Administration Commission) through Shandong Heavy Industry Group Co., Ltd.
The Dayang Chok (that particular version) is made by Luoyang Northern Ek Chor Motorcycle Co., Ltd. jointly owned by Luoyang Northern Enterprises Group Co., Ltd and the Charoen Pokphand group of Thailand. Luoyang Northern Enterprises is, in turn, a part of China South Industries Group Corporation.
So the assertion (in the CNC article referred to in that post) that the Dayang Chok is somehow related to Weichai seems to be inaccurate.
NDRC has approved a new NEV from Enranger. This is derived from the Suntae Sense/Meng 600+ LSEV which also forms the basis for Kawei's Jingling microcar.
Enranger's version is powered by a dual-motor setup, one for each axle. Output is 45+10 kW.
